I got a Mom and Pop restaurant client and a Supplement Ecommerce brand that both have the same error. Both their business are from Brazil, so are their numbers and the numbers of their clients. I read that cross country messaging was restricted to Brazil and Indonesia, but it's not that, since both numbers are from the same country.
It's very hard to find how to open a support ticket with Meta, and also I don't know what to say to them ("hey there, my guys did nothing wrong, could you help me out", lol). If anyone has faced the same issue or could provide some tips on how to best access Meta support I will be very thankful.
